<br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br /> e August 2,1976 <br /> --' .---. <br /> '.. <br /> Adjourned meeting - from .July 28, 1976 - of the Common Council of the city of Eugene, <br /> Oregon was called to order hy Council President Gus Keller in the ahsence of Mayor <br /> Anderson at 5:00 p.m. on August 2, 1976 in the McNutt Room with the following other <br /> Council members present: F.ric Haws, Neil Murray, D. W. Harne 1, Edna Shirey. Council <br /> members absent were: Wickes Beal, Tom Williams, and Ray Bradley. <br /> Council was advised that Tom Spaulding had declined to be interviewed because of <br /> his having been one of the finalists interviewed in the initial selection of Commission <br /> for Handicapped members in February. It was noted that Betty Troxclair did not appear <br /> for interview. Those interviewed were Mike Helm, Windsor (Bill) Colvin, and R.C.Darby. <br /> Councilman Keller asked ho\\' many of the present members of the Commission were handi- <br /> capped. Jay Bolton, human rights specialist, answered that to his best recollection <br /> there were four who were immobilized. Of the balance, there were some physically <br /> Ii mi ted hut not immobilized. In response to Councilman Murray, Mr. Bolton said three <br /> of the present Commission members were not handicapped. <br /> Mr. Murray moved second by Mr. Haws to appoint Mike Helm as a member <br /> of the Commission for Handicapped for the balance of the tern ending <br /> .January I , 1978, and that R. C. Darby be chosen as first alternate <br /> (to automatically fill any vacancy occurring on the Commission during <br /> the balance of this year). Motion carried unanimously. <br /> - Mr. Hamel moved second by Mr. 1.laws to appoi nt Windsor (Bill) Colvin <br /> as second alternate (to automatically fill a second vacancy should it <br /> occllr on t.he Commission during the balance of this year). Motion <br /> carried unanimously. <br /> It was understood Mr. Bolton would contact the candidates wit.h regard to the appoint- <br /> ments made. <br /> UpOIl motion duly made, seconded, and carried, the meeting was adjourned. <br /> ~ )4~ <br /> CharI es T.
