<br />.- <br /> M I NUT E S <br />tit EUGENE CITY COUNCIL <br /> November 9, 1977 <br /> Adjourned meeting from October 26, 1977, of the City Council of the City of <br /> Eugene, Oregon, was called to order by Council President Eric Haws at 12 noon, <br /> King's Table, Oakway Mall, with the following Council members present: <br /> D. W. Hamel, Tom Williams, Ray Bradley, Jack Delay, Scott Lieuallen, Brian <br /> Obie, and Betty Smith. Mayor Gus Keller was absent. <br /> II. Pedestrian Safety Award Presentation <br /> John McDonald, Oregon Automobile Club, expressed pleasure in awarding <br /> to the City of Eugene a special citation for casualty record in the <br /> 1977 AAA Pedestrian Safety contest for cities in the 50,000-100,000 <br /> population category. He said Eugene's pedestrian death rate for <br /> the contest rate of 1976 was 1.1 per 100,000, compared to the rate <br /> of 2.2 for the average of all cities in its population group. The <br /> AAA gave awards to 320 cities throughout the United States; this <br /> was the ninth AAA pedestrian award to be won by the City of Eugene. <br /> He presented a plaque commemorating the award to President Haws. <br /> He said he received pleasure in working with the City of Eugene <br />e and felt the City was doing an excellent job and outstanding effort <br /> in pedestrian safety. President Haws accepted the plaque on behalf <br /> of the City. <br /> I. Items from Mayor and Council <br /> A. Handicapped Commission--Manager noted letter of resignation re- <br /> ceived from Rodney Bossart. He said the past procedure had been <br /> for an alternate to be officially appointed by the Council and <br /> staff recommended following that procedure. The alternate was <br /> Paul Martinez. <br /> Mr. Hamel moved, seconded by Mr. Delay, to approve the appoint- <br /> ment of Paul Martinez to the Handicapped Commission for a <br /> term ending 1/1/78. Motion carried unanimously. <br /> B. National League Conference, San Francisco, December 3 -7-- <br /> Manager noted the necessity for Council to appoint two voting <br /> delegates and one alternate for this convention. He said it had <br /> been usual practice for the Mayor and President of the Council <br /> to be delegates, and one alternate to be chosen. Mr. Haws noted <br /> he had been a delegate last year and felt someone else might like <br /> to have that position this year. <br />e <br /> 11/9/77--1 <br /> 81. 't <br />
