<br />e <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />March 10, 1980 <br /> <br />Regular meeting of the City Council of the City of Eugene, Oregon, was called <br />to order by His Honor Mayor Gus Keller at 7:30 p.m., with the following coun- <br />cilors present: Betty Smith, D. W. Hamel, Eric Haws, Gretchen Miller, Brian <br />Obie, Emily Schue, and Jack Delay. Councilor Scott Lieuallen was absent. <br /> <br />I. PUBLIC HEARINGS <br /> <br />e <br /> <br />A. Rezonings <br /> <br />1. Property located west of Blair Boulevard, east of Fillmore Street, <br />north of the alley between 5th and 6th avenues, and south of the <br />alley between 3rd and 4th avenues from R-2 Limited Multiple-Family <br />Residential District to R-2/10A Limited Multiple-Family Residential <br />Oistrict with a maximum density of ten units per acre; and for <br />property located west of Blair Boulevard, east of Polk Street <br />between 4th and 5th avenues from C-2 Community Commercial District <br />to R-2/10A Limited Multiple-Family Residential District with a <br />maximum density of ten units per acre. (City of Eugene: West <br />Blair) (Z 80-1) (Map Distributed). Recommended approval by <br />Planning Commission January 22, 1980, vote 6:0. <br /> <br />Manager stated this matter was recommended for approval by the Planning <br />Commission which heard the request on ,January 22, 1980, and approved <br />it with a unanimous vote. He stated that this proposed rezoning is <br />part of the implementation of the Whiteaker Refinement Plan. Mr. <br />Henry introduced Susan Smernoff, Planning Department, who stated that <br />this rezoning is occurring in the Whiteaker neighborhood and this is a <br />part of the implementation of the Whiteaker Refinement Plan. She <br />further stated that approximately 87 percent of the development is in <br />single-family units; 70 percent of the dwellings are owner-occupied. <br />Within this area there has been a concentration of rehabilitation <br />loans and a paint program. The refinement plan stresses retaining <br />this area as a single-family residential area, in part to support <br />Whiteaker School. <br /> <br />No ex parte contacts or conflicts of interest were declared by councilors. <br />Staff notes and minutes were entered into the record. <br /> <br />Public hearing was opened. <br /> <br />Speaking in favor of the rezoning: <br /> <br />e <br /> <br />3/10/80--1 <br />
