W. Hamel, Gretchen Miller, and Emily Schue. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller. <br /> I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. Garbage Haulers' Rate <br /> Mr. Delay stated that in reviewing staff's response to Ms. Miller's earlier <br /> questions regarding the garbage haulers' rate, it looks like they are charging <br /> the uncompacted rate for garbage cans, not just recovering costs. The intent <br /> was recovery of costs on a true-cost basis. Ms. Miller stated that it appears <br /> the County uses a 2.1:1 ratio when computing for charges for the haulers, but <br /> the haulers are charging the uncompacted rate; therefore, people are being <br />e charged more than they should. Mr. Henry stated that the County and the garbage <br /> haulers are reconsidering rates. The Garbage Board should be asked to review <br /> this item since they must approve the rate structure. Mayor Keller requested <br /> that this item be sent to the Garbage Board for review and that a report be <br /> brought back this month. Mr. Henry noted that he and Wally Swanson had dis- <br /> cussed this a few months ago. <br /> Ms. Miller, while noting compaction ratios vary with companies, suggested <br /> developing a rate structure which would be closer to the true costs. Mr. Henry <br /> stated that a report would be brought back. <br /> B. Urban Design Assistance Team <br /> Ms. Smith reminded the council about the Urban Design Assistance Team report <br /> that would be presented tonight from 5:30-6:30 p.m. <br /> C. Announcement <br /> Councilor Hamel indicated that he would be unable to attend the council meetings <br /> of October 13 and 15. <br /> D. Industrial Land Study Task Force <br /> Ms. Miller stated that discussion for appointments to this committee had been <br /> postponed from a previous meeting. This morning a decision seems to have been <br />e reached to resolve the problem of the Industrial Land Study and approval of the <br /> Urban Growth Boundary.
