Workshop participants will include City Council, members of
the Human Rights Commission, and members of the Police Commission.

BACKGROUND

In August 2005, the council adopted an action plan for the City Council priority on race. Action plan
items include enhancement of the council’s knowledge base and awareness of issues associated with
race in the community. Trainings and workshops have been made available to the council on various
topics of race and diversity issues over the past year.

Several police lieutenants and sergeants were certified in 2005 to instruct a course on profiling titled
“Perspectives in Profiling.” The course was developed by the Simon Wiesenthal Center in partnership
with the Museum of Tolerance’s Tools for Tolerance for Law Enforcement, Strategic Business Ethics,
Inc., and WILL Interactive, Inc. Although the course focuses on criminal and racial profiling, the
broader focus is on ethical decision-making in law enforcement. Sworn and other Police personnel were
given the full-day training as part of their 2006 “in-service” training.

The workshop on November 29 has been designed as a three-hour overview of the full-day training
given to Police personnel.

RELATED CITY POLICIES
This workshop is related to action plan items in the Council Priority: Enhance Understanding of Race

Issues and Improve Race Relationships.

COUNCIL OPTIONS

None.

CITY MANAGER’S RECOMMENDATION

None.
L:\CMO\2006 Council Agendas\M061129\S061129A.doc
