The last <br />major recruitment and appointment process occurred in October 2006. Chapter 2 of the Eugene <br />Code addresses standing committees to the City Council and the appointment process for those. <br />For most standing committees created in the Code, the council is the appointing authority. <br /> <br />The annual recruitment for boards, committees and commissions was held during the late summer <br />and fall. Most of the appointments were made on October 23, 2006. However, after the <br />recruitment period closed, a candidate in the pool withdrew, leaving a rather small set of <br />candidates. With the upcoming vacancy in January 2007 (the change from lay member to elected <br />member of Councilor-Elect Mike Clark) two vacancies were created. In late September 2006, the <br />City Council decided to reopen a special recruitment period for the Budget Committee. <br /> <br />After the special recruitment closed, members of the council were provided with copies of the <br />applications from the new recruitment; applicants who were not selected in the annual recruitment <br />were also included in the pool. From this, the council selected those persons who were to be <br />considered as finalists and who were subsequently interviewed by the council. If an applicant <br />received five or more votes to be appointed, that person was presumed to be appointed and thus <br />the motion to appoint reflects that presumption. On November 14, 2006, the City Council <br />interviewed two applicants. <br /> <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies. <br /> <br /> <br /> <br /> <br />L:\CMO\2006 Council Agendas\M061127\S0611274.doc <br />
