MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber--Eugene City Hall <br /> <br /> January 13, 2003 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, Scott Meisner, David Kelly, Nancy Nathanson, George <br /> Poling, Gary Pap~, Bonny Bettman, Jennifer Solomon. <br /> <br />CITY COUNCIL MEETING <br /> <br />Mayor James D. Torrey called the meeting to order. <br /> <br />1.PUBLIC FORUM <br /> <br />Julie Fischer, 778 Elm Street, representing the River Road Urban Services Committee, said her <br />committee was waiting for a staff report that would allocate funding for the next cycle. She said <br />the most important thing was to update the neighborhood plan and to increase communication <br />with the City of Eugene. She said this would help build a more cohesive neighborhood. <br /> <br />Bruce Miller, PO Box 50968, Eugene, reported that students at the University of Oregon were <br />discussing how to allocate funds for more than 100 different student organizations. <br /> <br />Zachary Vishanoff, 1917 East 17th Street, said no more money should be spent on <br />neighborhood refinement plans since they seemed to be brushed aside as "window dressing." <br /> <br />Mr. Vishanoff raised concern over a Eugene Water & Electric Board project going on in Umatilla, <br />Oregon. <br /> <br />Mr. Vishanoff expressed concern about removing the median on Franklin Boulevard for the Bus <br />Rapid Transit project and possible pedestrian accidents. <br /> <br />Bobby Green Sr., 125 East 8th Avenue, spoke as the community response chair for the local <br />National Association for the Advancement of Colored People (NAACP) and as a Lane County <br />Commissioner. He spoke in support of renaming Centennial Boulevard after Dr. Martin Luther <br />King. He said the local chapter of the NAACP had the same goal for some time. He noted that <br />the University of Oregon had also expressed an interest in the idea. He submitted, for the <br />record, a letter of support for the idea from Dan Williams, University of Oregon Vice President of <br />Administration. He thanked Councilor Bettman for bringing up the idea.
