ADMINISTRATIVE ORDER NO. 58-18-14 <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br />DESIGNATING PARKING TIME LIMITATION ON PORTIONS OF <br />LINCOLN STREET, LAWRENCE STREET AND W. 3RD AVENUE, AND <br />REPEALING ADMINISTRATIVE ORDER NO. 58-17-15. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the <br />Manager's designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking, and imposing conditions upon which the streets and <br />other public property may be used for parking. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- <br />14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of <br />the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040 <br />and 5.050 of the Eugene Code, 1971. <br />C. On April 17, 2017, the City Manager issued Administrative Order No. 58-17-08 <br />appointing me as the City's Traffic Engineer. <br />D. On September 6, 2017, I issued Administrative Order No. 58-17-15 establishing a <br />two-hour parking time limitation for the west side of Lincoln Street between the railroad tracks <br />and W. 3rd Avenue, and both sides of W. 3rd Avenue between Lincoln Street and Washington <br />Street. <br />E. Two business owners, with the support of area businesses, submitted petitions to <br />expand the two-hour parking time limitation area to include the west side of Lincoln Street between <br />W. 4th Avenue and the railroad tracks, and to both sides of Lawrence Street between W. 3rd Avenue <br />and W. 2nd Avenue. <br />F. The business owners' requests that the additional street segments be added to the <br />current two-hour parking time limitation area should be approved in order to provide <br />standardization of parking limitations in that area. In making this decision, I have considered all <br />of the applicable criteria set forth in EC 5.055. <br />On the basis of these findings, I order that: <br />1. Notwithstanding any other administrative action to the contrary, the portions of the <br />streets described below and depicted on the map attached as Exhibit A to this Order shall allow <br />Administrative Order - Page 1 of 2 <br />
