MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber--City Hall <br /> <br /> October 13, 2003 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Scott Meisner, David Kelly, Betty Taylor, Bonny Bettman, Jennifer <br /> Solomon, Gary Papd. <br /> <br />COUNCILORS ABSENT: Nancy Nathanson, George Poling. <br /> <br />Mayor James Torrey called the meeting to order. <br /> <br />1. CEREMONIAL MATTERS <br /> <br />Mayor Torrey called City Manager Dennis Taylor to speak on an award the City of Eugene had received. <br /> <br />Mr. Taylor reported that the City of Eugene had been an early participant in the International City/County <br />Management Association (ICMA) Performance Measurement Project. He said it had been a great honor to <br />attend a recent ICMA meeting in Charlotte, North Carolina, and to receive a Certificate of Distinction <br />Award from the ICMA Center for Performance Measurement. He related that the City of Eugene was <br />recognized as one often communities to receive this certificate for its work on performance information and <br />the use of the information in the management of the City. He noted that among the other cities recognized <br />were Phoenix, Arizona, Bellevue, Washington, Austin, Texas, San Jos6, California, and Las Vegas, <br />Nevada. He stated that more than 120 cities and counties participated in the Center for Performance <br />Measurement. He explained that the City of Eugene uses performance management in service profiles, in <br />which the City measures not only the 15 dimensions of service recommended by the ICMA, but 20 <br />dimensions of service. He felt this work contributed to informed management practices, led to higher <br />performance, and encouraged the City"s commitment to continuous improvement. <br /> <br />Mr. Taylor presented the award to Terri Monroe, service improvement manager, who accepted it on behalf <br />of City staff. <br /> <br />Ms. Monroe thanked Mr. Taylor and said the award reflected the efforts and commitment of staff across <br />the organization who use performance measurement to aid in the most effective provision of services. <br /> <br />2.
