<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br />Public Hearing: An Ordinance Amending the 1999 Street Classification Map to Add a <br /> Newly Constructed Section of Hilyard Street from East Broadway to Mill Street <br />Which is Designated as a Minor Arterial <br /> <br /> <br />Meeting Date: September 15, 2008 Agenda Item Number: 2 <br />Department: Public Works Engineering Staff Contact: Mark Schoening <br />www.eugene-or.gov Contact Telephone Number: 682-5243 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of this public hearing is to solicit testimony on a proposed ordinance (Attachment A) to <br />amend the Street Classification Map to classify the extension of Hilyard Street (Exhibit B to <br />Attachment A) in the Courthouse District as a minor arterial. <br /> <br /> <br />BACKGROUND <br />City Council Action History <br />The City Council adopted the November 1999 Eugene Street Classification Map with the adoption of <br />Ordinance Number 20181 on November 22, 1999. <br /> <br />The City Council approved the Courthouse District Concept Plan on July 31, 2002. The transportation <br />element of the Concept Plan included the extension of Hilyard Street from Franklin Boulevard to Sixth <br />Avenue. <br /> <br />Eugene Code 9.6850 stipulates that amendments to the Street Classification Map shall be made by <br />adoption of an ordinance. <br /> <br />Street Classification Numerical Rating <br />Attachment B provides an overview of the five street classification rating criteria. The five criteria <br />include average daily traffic, alternative modes, length, spacing and connectivity. The criteria and <br />rating methodology were applied to the extension of Hilyard Street with the following results: <br /> <br />Average Daily Traffic – 3 points <br />Alternative Modes – 3 points <br />Length – 1 point <br />Spacing – 1 point <br />Connectivity – 4 points <br />Total – 12 points <br /> <br />The total numerical rating of 12 points falls at the top end of the range recommended for a major <br />collector. However, a classification of minor arterial is more appropriate because this section of <br />Hilyard Street connects two major arterials, Franklin Boulevard and 6th Avenue. <br />Z:\CMO\2008 Council Agendas\M080915\S0809152.doc <br /> <br />
