MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />April 24, 2019 <br />12:00 p.m. <br />Councilors Present: Betty Taylor, Emily Semple, Alan Zelenka, Greg Evans, Claire Syrett, Chris Pryor, <br />Jennifer Yeh, Mike Clark <br />In the absence of Mayor Vinis, Council President Taylor opened the April 24, 2019, work session of <br />the Eugene City Council. <br />1. Applicant Statements for the Planning Commission <br />Three applicants were interviewed for the Planning Commission vacancy. Each presented a <br />three-minute statement and answered three questions. <br />• Ken Beeson <br />• Jan Fillinger <br />• Patricia Gwartney <br />(Councilor Evans arrived 12:15 p.m.) <br />Councilor Taylor adjourned the work session of the Eugene City Council, and convened a meeting of <br />the Eugene Urban Renewal Agency. <br />2. WORK SESSION: Riverfront Steam Plant Proposal <br />Business Development Analyst Amanda D'Souza, Mark Miksis from deChase Miksis and Mark <br />Frohnmayer from Arcimoto presented the full proposal for redevelopment of the Steam Plant <br />for Agency Board review and direction. <br />Council Discussion <br />• Councilor Zelenka - expressed appreciation for the vision of the team for the <br />redevelopment of the steam plant, for the historic preservation designation concept, and <br />for the mixed use of retail and food; inquired about plans to make the plant economically <br />viable over time; discussed "We World' office space concept; inquired if EWEB substation <br />would present an issue to the project; inquired about and discussed parking strategies; <br />asked questions about the overlook <br />• Councilor Syrett - expressed approval of site concepts, uses and methods; expressed desire <br />for council to assist in overcoming challenges, specifically for the overlook and for parking. <br />• Councilor Clark- expressed appreciation for the work going in to the proposal and vision of <br />the team; asked about the meaning of the motion and intention of negotiations. <br />• Councilor Taylor - inquired about plans for public access to the roof. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to <br />direct Agency Director to a) enter into exclusive negotiations with the <br />Miksis/Frohnmayer development team for the disposition and redevelopment of <br />the Steam Plant and b) return to the Agency Board with the proposed terms for <br />approval.
