ADMINISTRATIVE ORDER NO. 58-19-07 <br />ofthe <br />Executive Director of the Public Works Department <br />City of Eugene, Oregon <br />DELEGATING TO THE AIRPORT DIRECTOR THE AUTHORITY TO <br />ESTABLISH FEES AND CHARGES FOR USE OF THE EUGENE <br />AIRPORT. <br />The Executive Manager of the Public Works Department of the City of Eugene finds <br />that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City and is specifically authorized to <br />appoint and remove all employees ( except as otherwise provided in the Charter), and to enforce <br />all ordinances of the City. <br />B. Pursuant to that authority, my appointment as Executive Manager of the City's <br />Public Works Department has most recently been affirmed by the City Manager's Administrative <br />Order No. 21-18-10. In such capacity, I have the responsibility for supervision of the Public Works <br />Department and its employees. <br />C. On May 16, 2019, the City Manager issued Administrative Order No. 21-19-04 <br />granting the Public Works Executive Director authority to establish fees and charges for the use <br />of the Eugene Airport and to sub-delegate that duty to the Airport Director. <br />D. It would be most efficient and in the public interest to delegate to the Airport <br />Director the authority to establish fees and charges for the use of the Eugene Airport. <br />On the basis of these findings, I order that: <br />1. The Airport Director is granted the authority to establish fees and charges for use <br />of the Eugene Airport using the process set out in EC 2.440, 2.441 and 2.442. <br />2.
