ADMINISTRATIVE ORDER NO. 21-19-04 <br />ofthe <br />City Manager <br />DELEGATING TO THE PUBLIC WORKS EXECUTIVE DIRECTOR <br />AUTHORITY TO ESTABLISH FEES AND CHARGES FOR USE OF THE <br />EUGENE AIRPORT. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City and is specifically authorized to <br />appoint and remove all employees ( except as otherwise provided in the Charter), and to enforce <br />all ordinances of the City. <br />B. Pursuant to Sections 2.020 and 2.430 of the Eugene Code, 1971 (EC), the City <br />Manager or the Manager's designee is authorized to establish fees and charges for the use of the <br />Eugene Airport using the process set out in EC 2.440, 2.441 and 2.442. Prior to November 2018, <br />the City Manager had delegated that authority to the Airport Manager in the Airport Rules. The <br />comprehensive amendments to the Airport Rules omit the delegation of fee setting authority so <br />this Order is necessary for the Airport Manager to retain the authority to adopt fees. <br />C. I find that it is in the public interest to delegate the authority to establish fees and <br />charges for the Eugene Airport to the Public Works Executive Director, who may further sub- <br />delegate that authority to the Airport Director. <br />NOW, THERFORE, <br />The City Manager of the City of Eugene Orders and Directs that: <br />1. The Public Works Executive Director is authorized to establish fees and charges <br />for the use of the Eugene Airport using the process set out in EC 2.440, 2.441 and 2.442. <br />2. The Public Works Executive Director may sub-delegate to the Airport Director the <br />authority granted by this Order. <br />Dated and effective this ~ day of May, 2019. <br />~;;~ ~ Jon R.
