Specifically, this item is intended to provide a status <br />report on the City’s compliance with state requirements for local government inventories of residential, <br />commercial, and industrial lands. <br /> <br /> <br />BACKGROUND <br /> <br />In 1992, Eugene completed and adopted a Commercial Lands Study. In 1993, the Metropolitan <br />Industrial Lands Study was adopted. In 1999, the cities of Eugene and Springfield jointly adopted the <br />Eugene-Springfield Metropolitan Area Residential lands and Housing Study (“Residential Lands <br />Study”). On July 12, 2006, the council held a workshop on the supply of commercial and industrial <br />Lands in Lane County, at which consultants presented a comprehensive created database on commercial <br />and industrial designated lands. <br /> <br />The City Attorney’s Office has prepared a memorandum summarizing the State’s requirements for local <br />government inventories of residential, commercial, and industrial lands, including a status report on the <br />City’s current supply of those lands, and assessment of compliance with State requirements. That <br />memorandum is subject to confidentiality and has been distributed to the councilors separate from the <br />Agenda Item Summary materials. The Lane Council of Governments (LCOG) has prepared a Eugene <br />Buildable Lands Summary Memorandum, which is included as Attachment A. <br /> <br />In response to the inclusion of a Buildable Lands Scope of Work item in the Planning Division FY 07 <br />Work Program, staff requested a scoping outline be prepared by LCOG to provide additional <br />information for council discussion of this item. Included as Attachment B, is a table summarizing <br />scoping tasks, timeframe, and estimated costs to provide an order of magnitude context for cost and <br />scope. Due to the timing of the council request for this work session, the Planning Commission has not <br />had an opportunity to discuss or provide input on the Scoping Task 7 in the FY 07 Work Program. <br /> <br /> <br />RELATED CITY POLICIES <br /> <br />City policies are not applicable at this time. <br /> <br /> <br /> L:\CMO\2007 Council Agendas\M070117\S070117B.doc <br /> <br />
