BACKGROUND The Charter amendment creating the Toxics Board specifies that the board is to be composed of three persons with a demonstrated record of advocacy, three persons employed by a business required to report under the law and one person who is deemed “neutral.” Last fall, shortly before the appointment decisions were made by the Mayor and City Council, the business representative who had applied to be reappointed left his job and thus was no longer eligible to serve on the Toxics Board. In response, staff to the Toxics Board conducted a targeted recruitment to find candidates for the open business seat on the Toxics Board. The recruitment yielded three candidates, each meeting the criteria to serve on the Toxics Board. The applications for the three applicants were provided to the members of the City Council. The councilors were asked to use “instant run off” voting to select a first, second, and third choice for the seat on the Toxics Board. Instant run off voting is a method used to allocate votes until one candidate receives a majority of the votes cast. The attachments to this summary provide the results of the balloting for this position. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may: 1.
