In addition, the proposed resolution <br />adopts other miscellaneous revisions to text within Eugene’s SDC Methodologies document to update <br />references, modify several transportation SDC use codes and correct typographical errors. The proposed <br />resolution also consolidates prior modifications to SDC methodologies by adopting an entire SDC <br />Methodologies document reflecting all prior amendments. <br /> <br /> <br />BACKGROUND <br /> <br />The park SDC methodology has not been modified since adoption by Ordinance 19773, effective July 1, <br />1991. The council last adjusted the park SDC rates in July 2003 by Resolution No. 4770. This prior <br />adjustment was considered an interim update while staff and SDC consultants, with the assistance of the <br />Public Works Rates Advisory Committee (RAC), completed a comprehensive review of the parks SDC. <br />This review was conducted in parallel with the Parks Recreation and Open Space (PROS) Plan update. <br /> <br />In reviewing interim adjustments to the parks SDC on April 28, 2003, the City Council passed a motion <br />directing the City Manager to pursue future imposition of park SDCs on industrial, commercial, and <br />office uses. The proposed SDC methodology includes a charge for nonresidential development <br />consistent with the council’s prior direction. <br /> <br />Mayor Piercy and the council were notified on October 12, 2006, of notice to be provided to interested <br />persons of intended amendments to Eugene Systems Development Charge (SDC) methodologies on <br />October 13, 2006. A City Council work session on proposed amendments to the parks SDC was held on <br />October 25, 2006.
