The applicant requests to change the current <br />Metro Plan designation from Campus Industrial to Medium Density Residential, change the current <br />Willakenzie Land Use Diagram from Special Light Industrial to Medium Density Residential, and <br />change the Willakenzie Area Plan Coburg-Crescent Subarea diagram from Campus Industrial to <br />Medium Density Residential. The Planning Commissions recommend approval of this request. Please <br />refer to Exhibit C, Planning Commission Agenda Item Summery and Exhibit D, Staff Findings for <br />further background on this request. <br /> <br />The proposed Metro Plan amendment is a two-jurisdiction (Type II) Metro Plan amendment inside the <br />Urban Growth Boundary but outside the city limits of Eugene. In accordance with the two-jurisdiction <br />Metro Plan amendment procedures outlined in E.C. 9.7740(4), the governing bodies’ decision on the <br />requested actions must be based solely on the evidentiary record created before the Planning <br />Commissions; no new evidence is allowed at the council hearing (E.C. 9.7740(4)). The decision is <br />quasi-judicial. <br /> <br /> <br />BACKGROUND <br />The City of Eugene and Lane County Planning Commissions held a joint pubic hearing on October 24, <br />2006, to consider the proposed amendment. Following the close of the public hearing, both Planning <br />Commissions deliberated and passed motions to support the proposed amendment. It should be noted <br />that a separate refinement plan amendment was submitted in the event any text amendment to the <br />Willakenzie Area Plan was necessary. No text amendments were found necessary. Therefore, <br />consistent with the provisions of EC 9.7750(4), a Metro Plan amendment automatically amends the <br />refinement plan diagram when no text amendment is proposed. <br /> <br />One letter of testimony from an adjoining neighbor in opposition to the proposed plan amendment was <br />received during the public comment period for the public hearing before the Planning Commissions. <br /> <br /> <br /> L:\CMO\2007 Council Agendas\M070222\S070222A.doc <br />
