ADMINISTRATIVE ORDER NO. 58-19-05 <br />ofthe <br />Executive Director of the Public Works Department <br />ADOPTING THE 2018 EUGENE TRAILS PLAN <br />The Executive Director of the Public Works Department finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City. <br />B. Pursuant to the authority of Administrative Order No. 21-03-12 issued by the City <br />Manager, the Executive Dir:ector of the Public Works Department is authorized to: (1) regulate <br />and supervise the administration, acquisition, maintenance, use and operation of areas designated <br />as city parks, park lands, recreation areas, open space areas, city buildings, and sµch other <br />properties as may be assigned by the City Manager; and (2) protect city park arid open space <br />visitors, resources, facilities, and the environment of City parks, open space, and recreation <br />areas. <br />C. Eugene's Park and Recreation System Plan, "Picture. Plan. Play A Vision and <br />Implementation Plan for Eugene's Parks and Recreation System" states that the Eugene Trails <br />Plan will guide future development of all trail types and proposes 68 additional miles of unpaved <br />trails, and calls for implementation of the 2018 Eugene Trails Plan. <br />D. The Eugene Trails Plan Public Outreach Process is described in detail in Section 3 <br />of the Plan. It included: three interactive workshops held on January 14, 2014, February 26, <br />2015, and July 28, 2015; two public surveys (one conducted by the City of Eugene and one <br />conducted by Professor Kreg Lindberg of Oregon State University), the results of which are <br />included in Appendix B and Appendix C to the Plan; and outreach to various local trail related <br />interest groups (hiking, running, and biking groups). The 2018 Eugene Trails Plan ·is responsive <br />to the comments received during the outreach process. <br />NOW, THEREFORE, the 2018 Eugene Trails Plan, attached to this Order as Exhibit A, <br />is adopted to provide guidance to Eugene Parks and Open Space Division staff as the City <br />continues to improve its recreational trail system to better meet the needs of the community. <br />\cA, L '01 Dated and effective this -~--day of · ..J/V <br />7 <br />, 2019. <br />Administrative Order -Page 1 of 2
