No public testimony was <br />received, and the council closed the public record. <br /> <br />There are 32 territories now annexed to the city which are to be withdrawn from special service districts. <br />These represent annexations initiated by property owners and approved in 2006. The City Council is <br />asked to adopt the ordinance (Attachment A) which provides for the withdrawal from special service <br />districts of these annexed territories. Oregon statutes provide only one general approval criterion for <br />withdrawals: that the City shall determine whether such withdrawal is for the best interest of the city <br />(ORS 222.524). If the council finds that the withdrawals are in the city's best interest, the ordinance <br />must be approved by March 31, 2007, or the withdrawals will not become effective until July 2008, and <br />these properties will remain on the tax roll of the special service districts that no longer provide services <br />to the property. <br /> <br />The council packet for the February 20, 2007, public hearing contains the ordinance and legal <br />descriptions (Exhibits 1 through 32) and maps (Maps 1 through 32) showing the location of each <br />annexed property subject to withdrawal. The ordinance and exhibits are provided here again, for the <br />City Council's convenience. (Note: Subsequent to the public hearing, a typographical error was <br />discovered in the legal description for one property, Exhibit 30. The attached exhibits include the <br />corrected exhibit.) <br /> <br /> <br />RELATED CITY POLICIES <br /> <br />None.
