She introduced Betsy <br />Shepard, who was the facilitator for the meeting. Mary Walston and Beth Forrest of the City Manager's <br />Office were present as support staff. <br /> <br />Ms. Shepard reviewed the suggested “norms” for the meeting: <br /> <br />? <br /> Listen with respect—no interrupting, no talking over, disagree agreeably <br />? <br /> No personal attacks <br />? <br /> Try things on for size <br />? <br /> Stay on task <br />? <br /> Value differences <br />? <br /> Be open and honest <br />? <br /> Look for opportunities to agree <br />? <br /> Strive for consensus <br /> <br /> <br />1. Council Operating Agreements <br />? <br /> <br /> A Review and History <br /> <br />Council, Public, and Government Affairs Manager Mary Walston provided a brief history of the council <br />operating agreements with the aid of a PowerPoint presentation. She had reviewed the archives and found <br />the council operating agreements from 1985 and after. She noted that many of the issues that the council <br />addressed in the late 1980s, including placing items on a council agenda, staff assistance for councilors, <br />state and federal lobbying, and reimbursement procedures, were similar to the topics the council addressed <br /> <br /> <br /> <br />MINUTES—City Council January 10, 2007 Page 1 <br /> Process Session <br /> <br />
