ADl\flNISTRATIVE ORDER NO. 58-20-17 <br />of the City Manager <br />DELEGATION OF DUTIES UNDER SECTION 5.040 THROUGH 5.055 <br />OF THE EUGENE CODE, 1971, AND DUTIES OF TRAFFIC ENGINEER; <br />AND REPEAL OF ADl\flNISTRATIVE ORDER NO. 58-09-14. <br />The City Manage1· of the City of Eugene finds that: <br />A. Sections 5 .040 through 5.055 of the Eugene Code, 1971, authorize the City <br />Manager to delegate the administrative duties defined in those sections. <br />B. Administrative Order No. 58-09-14, signed on September 24, 2009, delegated the <br />authority to exercise the duties and responsibilities specifically defined as those of the City <br />Manager in sections 5.040 and 5.050 of the Eugene Code to the Traffic Engineer of the Public <br />Works Department and, for particular streets, to the Executive Director of the Library, Recreation <br />& Cultural Services Department. <br />C. It would be more efficient and therefore in the public interest to change the <br />delegation of authority set out in Administrative Order No. 58-09-14 to enable the Executive <br />Director of the Public Works Department to perform and delegate the administrative duties <br />described as the City Manager's under Eugene Code 5. 040 through 5. 055. <br />D. Administrative orders and administrative rules of the City assign various duties <br />and responsibilities to the City of Eugene Traffic Engineer. It would be most efficient, and <br />therefore in the public interest, for these duties and responsibilities to be delegated to the <br />Executive Director of the Public Works Department for further delegation to qualified <br />employees. <br />On the basis of these findings, I order that: <br />1. The Executive Director of the Public Works Department shall have the authority <br />to exercise all of the duties and responsibilities specifically defined as those of the City Manager <br />in Sections 5.040, 5.045 and 5.050 of the Eugene City Code. <br />2. The Executive Director of the Library, Recreation & Cultural Services <br />Department shall have concurrent authority to exercise the duties and responsibilities specifically <br />defined as those of the City Manager in Section 5.040 of the Eugene City Code for: (a) the area <br />between the Downtown Library and the curbs on Olive Street, 10th Avenue and Chamelton <br />Street; and (b) the alley behind the Downtown Library. <br />3. The Executive Director of the Public Works Department shall have the authority <br />to exercise all of the duties and responsibilities specifically defined as those of the Traffic <br />Engineer, including but not limited to those duties and authorities stated in Administrative Orders <br />and Administrative Rules. <br />Administrative Order -Page 1 of 2
