MINUTES <br /> <br /> Eugene City Council <br /> Council Chamber--City Hall <br /> <br /> September 14, 1998 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Pat Fart, Tim Laue, Bobby Lee, Scott Meisner, Nancy Nathanson, <br /> Laurie Swanson Gribskov, Betty Taylor, Ken Tollenaar. <br /> <br />Mayor Jim Torrey called the September 14, 1998, meeting of the Eugene City Council to order at <br />7:35 p.m. <br /> <br /> I. PUBLIC FORUM <br /> <br />Mayor Torrey described the purpose of the Public Forum and explained guidelines for providing <br />testimony in it. <br /> <br />Misha Seymour, 1313 Lincoln Street #306, referred to a slogan advertising the Eugene <br />Celebration and expressed concern that music was being "piped in" with the intention of driving <br />certain persons from the West Broadway mall area. He said he believed the mall should be a <br />place for fun that is used by everyone. <br /> <br />Chris Brintnall, 455 West 1st Avenue, stated that he was a rider for Pedalers Express, a project <br />of the Center for Appropriate Transport. He said he believed a significant portion of trips taken <br />by the "hundreds of City vehicles" could take advantage of an alternate mode of transportation <br />which does not pollute and is timely and efficient. He said that he believed it was the <br />responsibility of the City to improve Eugene's livability by addressing such problems as traffic <br />congestion and the pollution and noise it generates. <br /> <br />Annie Trambley, 455 West 1st Avenue, described the routes of delivery of Pedalers Express, the <br />number of full-time riders available, and the schedule of its delivery services. She distributed <br />copies of documents containing information related to the delivery services. She recommended <br />that councilors read the article entitled "When Cities Take Bicycles Seriously" from the <br />September/October edition of World Watch included with the distributed documents. <br /> <br />Nick Antone, Jr., 512 Honeysuckle Lane, stated that he had lived at his home for 33 years and <br />that for 10 years he had been dealing with issues related to nuisance and zoning violations on his <br />property. He said he had received a letter which had led him to understand that issues related to <br />the violations and concerns of neighbors would be considered at the council work session held <br />earlier in the evening. He said he did not believe resolution of the concerns had been attempted <br />or that all options had been considered. He said reliance on neighbor's complaints was <br />unhelpful. He said a Municipal Court order requiring abatement would be a more effective <br />procedure than the one followed by City departments because a Municipal Judge had authority to <br />order a mental evaluation of parties involved. <br /> <br />MINUTES--Eugene City Council September 14, 1998 Page 1 <br />7:30 p.m. <br /> <br /> <br />
