The IGR Committee, which is composed of Councilors Taylor, Ortiz,
and Poling, reviewed the document and presented it to the full council for consideration and adoption at
the October 29, 2008, work session. The document was adopted in a 4-to-1 vote, with Councilor Clark
stating that he would like a subsequent opportunity to make a motion to amend the document.

The document was then presented to the City Council at the November 10, 2008, Public Meeting, where
it was determined that City Council members would identify the sections of the Legislative Policy
document they would like to discuss during a subsequent work session and that all other sections be re-
adopted.

BACKGROUND
The City Council has biennially approved iterations of a Legislative Policies document that is inclusive
of emerging legislative issues and possessing general principles that can be used to provide general
information about the city’s positions and be applied to unforeseen events in a legislative session.

RELATED CITY POLICIES

The Legislative Policies document will apprise legislators and intergovernmental partners of the
policy outcomes favorable or unfavorable to City interests and goals, and highlight recommendations
that achieve these outcomes. When appropriate and possible, the document references and uses
adopted City Council and City policy as guiding principles. The document is iterative and is based in
past practice and policies.

COUNCIL OPTIONS

City Council may:

1.Make a motion(s) to amend the document based on the discussion at the November 24, 2008,
work session and subsequently re-adopt it and direct it be printed for distribution;

2.Make a motion to re-adopt the current document and direct it be printed for distribution; or

3.Provide other direction.

Z:\CMO\2008 Council Agendas\M081124\S081124B.doc
