<br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br />c <br /> <br />Call for Public Hearing on Alley Vacation for the Urban Renewal Agency of the <br />City of Eugene (VRI 04-1) <br /> <br />Meeting Date: October 10, 2005 <br />Department: Planning and Development <br />www.eugene-or.gov <br /> <br />Agenda Item Number: 2C <br />Staff Contact: Alissa Hansen <br />Contact Telephone Number: 682-5508 <br /> <br />ISSUE STATEMENT <br />This is a call for public hearing which formally sets the date for a public hearing on the alley vacation <br />proposed by the Urban Renewal Agency of the City of Eugene for the southern half of the north/south <br />improved alley located between Olive and Charnelton Streets, and Broadway and 10th Avenue, adjacent <br />to the former Sears building. The council is asked to approve the motion to call for a public hearing, <br />which is tentatively set for November 14, 2005. <br /> <br />BACKGROUND <br />The Urban Renewal Agency, owner of the Sears building property and the adjacent l/8-block parking <br />lot has signed a Purchase and Sale agreement with the Oregon Research Institute (ORl) under which this <br />property will be sold to ORl for the development of a new six-story office building. The City Council <br />previously approved the terms of the sale, which included the Urban Renewal Agency's commitment to <br />vacate the alley. <br /> <br />Additional background information regarding this request will be provided by staff in the agenda packet <br />for the public hearing on this item. <br /> <br />RELATED CITY POLICIES <br />The alley vacation request is consistent with policy direction contained in the Growth Management <br />Policies and the Downtown Plan, as it will facilitate the re-development of a vacant site with a six-story <br />office building that will bring 300 employees to the downtown core. <br /> <br />COUNCIL OPTIONS <br />The council has the option to set the public hearing date on this alley vacation request for November 14, <br />2005, postpone the action, or set a subsequent hearing date. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends that the council approve the following motion, to set a public hearing <br />date for the requested alley vacation. <br /> <br />LICMOl200S Council AgendasIMOSIOIOISOSIOI02C.doc <br />
