At their July 23, 2003, work session, councilors agreed to convene process sessions three <br />times annually, immediately following each council break. This year’s September session was <br />postponed. <br /> <br /> <br />BACKGROUND <br /> <br />Since the April 2006 process session, several items have been suggested by councilors that lend <br />themselves to deliberation in a process session setting. These include: <br />Public Meeting Law: permitted discussions among elected officials; <br />? <br /> <br />January 2006 retreat; <br />? <br /> <br />Protocol for contingency requests from nonprofit entities; <br />? <br /> <br />Scheduling ongoing issues where no action is necessary; and <br />? <br /> <br />Several process improvements suggestions: 1) policy concerning inviting people to speak at <br />? <br /> <br />meetings; 2) council meeting times; 3) deliberating, noticing, and voting on new regulations, <br />measures, resolutions, etc., at meetings; and 4) voting in the absence of councilors. <br /> <br /> <br />RELATED CITY POLICIES <br />No related City policies are relevant to this discussion. <br /> <br /> <br />COUNCIL OPTIONS <br />The council may provide input and direction for staff follow up on the issues discussed.
