<br />ADMINISTRATIVE ORDER NO. 44-02-03 <br />of the <br />City Manager of the City of Eugene <br /> <br />CONCERNING THE DISPLAY OF THE POW/MIA FLAG SPECIFICALLY AT 777 <br />PEARL STREET AND ON SPECIFIC DATES <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. The Oregon Revised Statutes (ORS) 187.220 requires that "a public body shall <br />display the National League of Families POW /MIA flag with the United States <br />flag and the Oregon State flag upon or near the principal building of the public <br />body." <br /> <br />B. Further,ORS 187.220 also specifies that the above-mentioned flag shall be <br />displayed on the following days: Armed Forces Day on the third Saturday in <br />May; Memorial Day on the last Monday in May; Flag Day on June 14; <br />Independence Day on July 4; National POW /MIA Recognition Day on the third <br />Friday of September; and Veterans Day on November 11. <br /> <br />C. Many men and women who reside in the City of Eugene served in our country's <br />military both at home and abroad defending freedom, liberty and the principles <br />upon which the United States of America was founded. <br /> <br />D. Further, some of those men and women who served in our country's military did <br />not return home and have yet to be found or accounted for. <br /> <br />E. The City of Eugene wishes to recognize and honor the commitment and sacrifice <br />of those men and women and encourages the citizens of Eugene to join in that <br />recognition. <br /> <br />On the basis of these findings, I order that: <br /> <br />1. The City of Eugene, in honor of American veterans who are prisoners of war <br />(POW) or missing in action (MIA), will display the POW /MIA at the Eugene City <br />Hall located at 777 Pearl Street, Eugene, Oregon. This flag will be displayed only <br />at the City Hall location; other City of Eugene facilities or buildings are expressly <br />excluded from this order. <br /> <br />2. The POW /MIA flag will be flown on six specific dates which bear significance to <br />veterans, POW s, MIAs, and the families and friends of all veterans. These six <br />dates are: <br />a.
