BACKGROUND When needed, interim appointments to boards, committees and commissions are made outside of the regular annual recruitment process. In late October 2005, one member of the Human Rights Commission resigned from the commission. Interim appointments for vacancies on the Human Rights Commission, unlike other advisory bodies, are outlined in the Eugene City Code. Section 2.270 states “the council shall appoint, within 90 days of the position becoming vacant, a person to complete the member's unexpired term from the non-commission members of the commission's standing committees.” Notice of the vacancy on the Human Rights Commission was provided to all members of standing committees of the commission who were eligible to serve on the commission. Five current members of the commission subcommittees indicated a desire to be considered for the vacancy. RELATED CITY POLICIES No policy issues are related directly to this appointment. COUNCIL OPTIONS The City Council can appoint an interim appointment from the list of persons or can continue the recruitment for the vacancy. CITY MANAGER’S RECOMMENDATION The City Manager recommends making the selection for the vacancy from the pool of five applicants; no recommendation is offered on the specific candidates.
