<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Action: An Ordinance Repealing Resolution No. 4127 and the Eugene Parks and <br />Recreation Plan Adopted Therein; Amending Section 9.8010 of the Eugene Code, 1971; <br />Repealing Section 9.9550 of that Code; and Adopting a Severability Clause <br /> <br /> <br />Meeting Date: February 13, 2006 Agenda Item Number: 6 <br />Department: Public Works Staff Contact: Carolyn Weiss <br />www.eugene-or.gov Contact Telephone Number: 682-4909 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />As directed by City Council, an ordinance is presented that will repeal the 1989 Eugene Parks and <br />Recreation Plan and amend Chapter 9 of the Eugene Code, 1971 to delete a reference to the 1989 plan in <br />EC 9.8010 (listing the Eugene Parks and Recreation Plan - 1989 as an adopted plan) and to repeal EC <br />9.9550 (setting forth the adopted 1989 Plan policies). This ordinance has been processed in accordance <br />with the City code’s Type V procedures. <br /> <br /> <br />BACKGROUND <br /> <br />A work session on the adoption of the Eugene Parks, Recreation and Open Space (PROS) <br />Comprehensive Plan was held with the City Council on November 28, 2005. A public hearing on the <br />PROS Comprehensive Plan was held before the City Council on December 12, 2005. At a City Council <br />meeting on January 18, 2006, staff proposed an ordinance that would repeal the 1989 Parks and <br />Recreation Plan and replace it with the PROS Comprehensive Plan as a refinement to the Eugene- <br />Springfield Metropolitan Area General Plan. At the January 18 meeting, the City Council passed a <br />motion directing the City Manager to split the proposed ordinance into two documents: 1) an ordinance <br />that repeals the 1989 plan; and, 2) a resolution that adopts the PROS Comprehensive Plan as a stand <br />alone document, i.e., not as a refinement to the Metro Plan. Both the ordinance and the resolution are <br />presented as separate agenda items for action at tonight’s meeting. <br /> <br />The proposed ordinance is attached to this Agenda Item Summary (AIS) as Attachment A. Exhibit A to <br />Attachment A is findings of consistency in support of the proposed Ordinance. <br /> <br /> <br />RELATED CITY POLICIES <br />The PROS Comprehensive Plan will replace the 1989 Eugene Parks and Recreation Plan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />A. Adopt the proposed ordinance that repeals the 1989 plan, amends Section 9.8010 of the Eugene <br /> Code and repeals Section 9.9550 of the Eugene Code. <br />B.
