<br />ADMINISTRATIVE ORDER NO. 56-06-01-F <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />ADOPTION OF STANDARDS FOR POLICE UNIFORMS <br />ADMINISTRATIVE RULE R-2.665. <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Section 2.019 of the Eugene Code, 1971 ("EC"), authorizes the City Manager to <br />adopt rules for implementation of any provisions of that Code. In addition to that authority, EC <br />2.665, which was adopted by Ordinance No. 20344 on May 23, 2005, specifically authorizes the <br />City Manager to adopt rules regarding features of police uniforms, pursuant to EC 2.019. <br /> <br />B. Pursuant to that authority, on January 6,2006, I issued Administrative Order No. <br />56-06-01, proposing the adoption of Standards for Police Uniforms Administrative Rule R- <br />2.665, in order to comply with the requirement in EC 2.665(3) that the features constituting the <br />official sworn officer's uniform be defined, and the features that make a uniform substantially <br />similar to the official sworn officer's uniform be defined. <br /> <br />C. Notice of the proposed Rule was published in the Register-Guard, a newspaper of <br />general circulation within the City, on January 27,28,29,30, and 31, 2006, and made available <br />to any person who had requested such notice. In addition, pursuant to EC 2.665(5), the Notice <br />and proposed Rule were sent to other public safety agencies and private security companies for <br />input and consultation to the provisions of the Rule. The Notice provided that written comments <br />would be received for a period of 15 days from the first publication date. No comments were <br />received within the time or in the manner described in the Notice. <br /> <br />Based on the above findings and the findings contained in Administrative Order No. 56- <br />06-01, which are hereby adopted, and pursuant to the authority ofEC 2.019 and 2.665, I adopt <br />Standards for Police Uniforms Administrative Rule R-2.665 to provide as follows: <br /> <br />STANDARDS FOR POLICE UNIFORMS <br />ADMINISTRATIVE RULE R-2.665 <br /> <br />R-2.665-A "Official Sworn Officer's Uniform" Defined. <br /> <br />As the term is used in Section 2.665 of the Eugene Code, 1971, an "official sworn <br />officer's uniform" includes the following distinguishing features: <br /> <br />1.
