<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Stormwater Development Standards <br /> <br /> <br />Meeting Date: March 13, 2006 Agenda Item Number: C <br />Department: Public Works Engineering Staff Contact: Peggy Keppler <br />www.eugene-or.gov Contact Telephone Number: 682-2869 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of this work session is to present the stormwater development standards to the council <br />and open discussion on the proposed code amendments to Chapter 9 (Attachment A: Draft <br />Ordinance and Exhibit A of the Draft Ordinance) in preparation for the public hearing scheduled for <br />April 10, 2006. The proposed stormwater development standards are regulations for locating, <br />designing, constructing, and maintaining stormwater facilities, applicable to new development. A <br />companion design manual, the Eugene Stormwater Management Manual, sets forth approved <br />stormwater facilities (Attachment D) and is being prepared for the engineering design community. <br />The Stormwater Management Manual will be adopted administratively and staff anticipates that the <br />manual will be adopted concurrent with adoption of the ordinance. <br /> <br /> <br />BACKGROUND <br /> <br />The proposed code amendments are intended to implement stormwater development standards as a <br />component of the City’s Stormwater Program initiated with the adoption of the Comprehensive <br />Stormwater Management Plan (CSWMP) and as required through the Department of Environmental <br />Quality (DEQ)’s issuance of the City’s National Pollutant Discharge Elimination System (NPDES) <br />Permit. <br /> <br />In 1999 and early 2000, a Stormwater Department Advisory Committee (DAC) worked with Public <br />Works staff to review the stormwater management strategies developed as part of the stormwater <br />basin planning. The stormwater management strategies included a long-term multiple objective <br />capital improvement projects list, proposed waterway protection measures, and basic concepts for <br />proposed stormwater development standards for water quality. A summary of the DAC <br />recommendations related to stormwater development standards is provided in Attachment B. <br /> <br />On July 10, 2000, staff presented the proposed stormwater management strategies to the council, <br />including DAC-recommended stormwater development standards concepts, and the related financial <br />impacts analysis. The council approved the proposed stormwater management strategies and <br />directed staff to proceed with broader public outreach. <br /> <br />Following the DAC recommendations and subsequent public outreach on the stormwater <br />management strategies, staff developed a draft ordinance and a draft Best Management Practices <br />(BMP) Manual for stormwater development standards. Although City projects were beginning to <br />incorporate water quality BMPs, implementation of stormwater development standards for private <br />development was put on hold until after the implementation of Land Use Code Update in 2001. <br />L:\CMO\2006 Council Agendas\M060313\S060313C.doc <br /> <br />
