EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Recommendations on a Eugene Civic Center Vision <br /> <br />Meeting Date: June 16, 2004 Agenda Item Number: A <br />Department: Central Services Staff Contact: Glen Svendsen <br />www. cl. eugene, or. us Contact Telephone Number: 682-5008 <br /> <br />AGENDA ITEM SUMMARY <br />The purpose of this work session is to present to City Council the recommendations of the <br />Mayor's Civic Facilities Visioning Committee on a future Civic Center for Eugene, and to <br />request City Council adoption of the vision and policy principles to guide planning for Civic <br />Center-related projects. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />The council has worked on projects included in a downtown space plan for more than three <br />years. Most recently, on February 25, 2004, the council held an informational work session on <br />the Civic Center Design Charrette and the Mayor's Civic Facilities Visioning Committee. On <br />April 28, 2004, a work session was held to update the council on the progress of the Mayor's <br />Civic Facilities Visioning Committee and to provide additional information on financing plan <br />options, borrowing methods, and construction methods. The full council action history on the <br />Downtown City Space Plan is included as Attachment A. <br /> <br />In a May 10, 2004, work session, the council reviewed the Downtown Work Plan <br />implementation strategies and project examples included in the Downtown Plan. The Downtown <br />Work Plan consists of a list of policy statements, many of which relate directly to future Civic <br />Center development. <br /> <br />Policy Issues <br />There are two primary policy issues for the council to address during this work session. The first <br />is whether or not the vision for Eugene's future Civic Center included in the committee's <br />recommendation is appropriate and desirable for the City to have as a goal. The second issue is <br />whether the council should adopt the principle policies included in the committee's <br />recommendation.
