<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Action: Appointments to Boards, Commissions and Committees <br /> <br />Meeting Date: October 26, 2009 Agenda Item Number: 3 <br />Department: City Manager’s Office Staff Contact: Beth Forrest <br /> <br />www.eugene-or.gov Contact Telephone Number: 682-5882 <br />______________________________________________________________________________ <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint members to the Budget Committee, Civilian Review Board, Human <br />Rights Commission, Planning Commission, Sustainability Commission, and Toxics Board. <br /> <br /> <br />BACKGROUND <br />Each year, council makes appointments to boards, committees and commissions. Chapter 2 of the <br />Eugene Code addresses standing committees to the City Council and the appointment process for <br />each body. For most standing committees created in the code, council is the appointing authority. <br /> <br />The annual recruitment for boards, committees and commissions was initiated on July 20, 2009, <br />and concluded on September 18, 2009. The recruitment was publicized on the Internet, through <br />press releases, council newsletter items, at City offices, and at City- and neighborhood-related <br />meetings and events. <br /> <br />Members of the council were provided with copies of the applications. From this, the council <br />selected those persons who were to be considered as finalists and who were subsequently <br />interviewed by the council. If an applicant received five or more votes to be reappointed or <br />appointed, that person’s name was automatically placed in nomination for formal appointment. <br /> <br />The City Council appoints members to the Budget Committee, Civilian Review Board, Human <br />Rights Commission, Planning Commission, Sustainability Commission, and the Toxics Board. <br /> <br />The terms for these boards, committees and commissions will begin on November 1, 2009. <br /> <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may <br />1. Appoint applicants who have been nominated; <br />2. Appoint other applicants from the pool, or <br />3.
