<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: November 9, 2009 Agenda Item Number: C <br />Department: Planning and Development Staff Contact: Jason Dedrick <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides the council with an opportunity to discuss and provide feedback on the <br />technical products that were presented at the October 28, 2009, council work session. <br /> <br /> <br />BACKGROUND <br /> <br />The goal of the Eugene Comprehensive Lands Assessment (ECLA) is to determine whether Eugene has <br />a sufficient supply of land within the Urban Growth Boundary (UGB) to meet the projected demand for <br />residential, commercial, industrial, and public/semi-public land over the next 20 years. <br /> <br />In December of this year, the City Council will consider a resolution that accepts the draft ECLA supply <br />and demand estimates. This resolution is intended to fulfill the requirements of House Bill 3337. <br />As a result of the motion approved at the October 28, work session, this information will be finalized by <br />April 2010. Additionally, staff will proceed with a work schedule to adopt a Eugene-only Urban <br />Growth Boundary by the end of February, 2011. <br /> <br />Technical Products <br />The current work session is an opportunity for the council to provide feedback on the following <br />technical products: <br />? <br /> <br />The Capacity Analysis - which provides refined data resulting in an identified land need for a 20- <br />year period (Attachment B). <br />? <br /> <br />The Baseline and Variations to Baseline Assumptions Analysis - which presents different <br />estimates of land needs for Eugene over the 20-year period for the baseline assumptions and for <br />variations of those assumptions (Attachment A). <br /> <br />While Attachment A (not the appendices) is most relevant to the work session discussion, the <br />appendices in Attachment A, as well as Attachments B and C contain all of the source data. <br /> <br />Next Steps <br />On December 9, 2009, staff will present the council with draft supply and demand estimates for the <br />council’s consideration. The council’s acceptance of this information will constitute the City of <br />Eugene’s compliance with HB 3337. The draft data will be based on recommendations from the <br />reconvened ECLA Community Advisory Committee (CAC). Additionally, staff and consultants will be <br />available to meet with councilors and CAC members on an individual basis to further discuss <br />outstanding concerns prior to the December 9 work session. <br /> Z:\CMO\2009 Council Agendas\M091109\S091109C.doc <br /> <br />
