The discussion will include a quick review of the <br />strategies used to solicit input during the public engagement phase, a discussion of the outcomes <br />community members identified as most important under each of the five high-level council goals, and a <br />look ahead to the work to be accomplished in the January goals session. <br /> <br /> <br />BACKGROUND <br /> <br />Eugene Counts emerged from the February 2009, Mayor and City Council Retreat as a way of <br />connecting council goals to concrete outcomes that reflect community priorities. Those outcomes, in <br />turn, will help provide a foundation for focused effort to make a meaningful difference where it matters <br />most to community members. Outcomes and their related measures will help inform service delivery, <br />budget decisions and strategies to improve performance, and will provide a transparent and accessible <br />way for residents to monitor the City’s progress toward its goals. <br /> <br />At the May 26, 2009, work session, the council reviewed the plan for the public engagement phase of <br />Eugene Counts and chose to defer decision-making on identifying specific outcomes and measures until <br />the community had an opportunity to weigh in. Since then, community members have participated in the <br />task of envisioning what successful attainment of the five council goals would look like, including <br />identifying the most important results they would like to see for Eugene. At the October 26, 2009, work <br />session, the council reviewed the broad-based approach used to help engage community members across <br />geographic and demographic boundaries, and heard about the methods used to systematically analyze <br />qualitative data derived from disparate sources. <br /> <br />The December 16, 2009, work session will provide a preliminary view of the outcomes community <br />members identified as most important. The session is timed to offer councilors the opportunity to reflect <br />on those outcomes over the council break, and to help inform the council’s selection in the January goals <br />session of a set of three to five outcomes under each of the five goals (for a total of 15 to 25 outcomes) <br />that will provide the foundation of the Eugene Counts framework and the performance dashboard <br />community members will eventually use to track progress toward those goals. <br /> <br />After the final outcomes have been adopted in January, staff will identify proposed measures to track <br />progress toward each, and will map current and new strategies designed to help achieve those outcomes. <br /> <br />Z:\CMO\2009 Council Agendas\M091216\S091216C.doc <br /> <br />
