<br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />Public Hearing <br />Council Chamber <br />777 Pearl Street—Eugene, Oregon <br /> <br /> November 16, 2009 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Alan Zelenka, Mike Clark, George Brown, Andrea Ortiz, Chris Pryor, <br />Jennifer Solomon, Betty Taylor. <br /> <br />COUNCILORS ABSENT: George Poling. <br /> <br />Her Honor Mayor Kitty Piercy called the meeting of the Eugene City Council to order. <br /> <br />1. PUBLIC HEARING <br />Resolution 4991 Amending the Systems Development Charge Methodology and Charges for <br />the MWMC Regional Wastewater System <br /> <br />City Manager Jon Ruiz provided a brief overview of the item. <br /> <br />Mayor Piercy opened the public hearing and reviewed the procedures for providing testimony. She <br />determined there was no one wishing to testify and closed the hearing. <br /> <br />There were no questions from councilors. <br /> <br /> <br />2. PUBLIC HEARING <br />Infill Compatibility Standards Code Amendments <br /> <br />Mr. Ruiz introduced Terri Harding, Planning and Development Department, to provide a brief overview of <br />the item. <br /> <br />Ms. Harding stated that the three public hearing items represented the first round of recommendations from <br />the Infill Compatibility Standards (ICS) Task Team. Mayor Piercy opened the public hearing and reviewed <br />the procedures for providing testimony. She distributed copies of the three alternatives (A, B and C) for <br />proposed code changes related to building height that had been reviewed by the Planning Commission. The <br />commission selected Alternate B. She said in response to questions from the council at its work session she <br />was developing additional information on the impact of building height on neighborhood density, car- <br />sharing, diagonal parking potential and enforcement and revisions to the figures that accompanied the <br />Jefferson-Westside Special Area Zone. She said written testimony had been received from 16 additional <br />people after the agenda packet was prepared and that would be provided to the council. <br /> <br /> A.
