The plan is complete, and this work session provides an <br />opportunity to discuss adoption and next steps for implementation. <br /> <br /> <br />BACKGROUND <br /> <br />The council has adopted several recommendations made by the Sustainability Commission, with two <br />recommendations combined into a single planning effort: <br /> <br /> <br />A. <br />Develop a community climate action plan that will: (1) set a carbon emissions reduction goal and <br />establish targets for achieving that goal; (2) identify strategies to achieve those targets; (3) <br />identify necessary adaptations; (4) develop measures for tracking success; and, (5) include <br />periodic progress reports back to the community with annual reports of progress to the <br />Sustainability Commission. <br /> <br /> <br />B. <br />Develop a community action plan that aims to reduce total, current, community-wide fossil fuel <br />consumption 50 percent by 2030 (as an absolute, not a per capita reduction) by: (1) establishing <br />targets for achieving that goal; (2) identifying strategies to achieve those targets; (3) identifying <br />necessary adaptations; (4) developing measures for tracking success; (5) identifying financial <br />impacts; and, (6) including periodic progress reports back to the community with annual reports <br />of progress to the Sustainability Commission. <br /> <br />Staffing and other resources were identified to lead and support the project. An ad hoc community <br />advisory team was formed in June 2009, to support successful planning and public outreach. Seven <br />public forums were held between September 2009, and March 2010, to aid in plan development. During <br />this process, more than 70 topic specialists and 500 community members provided input. Through this <br />process of engagement with partners and the community, a broad set of potential actions has been honed <br />down to those that are believed to be the most effective in meeting the City’s targets for fossil fuel <br />reductions, greenhouse gas emissions reductions, and climate adaptation. Staff from the Oregon <br />Department of Environmental Quality (DEQ) also participated in this process. As the lead agency for the <br />State’s climate action policy, DEQ was represented in the community forums and provided feedback <br />and guidance on the actions and targets contained in the plan. <br /> <br /> Z:\CMO\2010 Council Agendas\M100915\S100915B.doc <br /> <br />
