<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Appointments to the Historic Review Board <br /> <br />Meeting Date: September 27, 2010 Agenda Item Number: 2C <br />Department: Planning and Development Staff Contact: Steve Nystrom <br />www.eugene-or.gov/planning Contact Telephone Number: 541-682-8385 <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The City Council will consider the appointment of two members to the Historic Review Board, as <br />recommended by the Mayor and chair of the Planning Commission. <br /> <br /> <br />BACKGROUND <br /> <br />The Historic Review Board is a subcommittee of the Planning Commission. Unlike other board and <br />commission appointments, Sections 2.013 and 2.355 of the Eugene Code stipulate that the Mayor and <br />chair of the Planning Commission <br />nominate the candidates for the Historic Review Board, with the City <br /> <br />Council making the final appointment. <br /> <br />There are currently two vacancies on the Historic Review Board. The terms for both positions would <br />run from July 1, 2010, to June 30, 2014. These positions have remained unfilled for the last few months <br />in order to assess potential resource impacts that might have resulted from the FY 11 budget. With the <br />budget now adopted, the Planning Division proposes that these two vacancies be filled. <br /> <br />Although there were initially three candidates for the two vacancies, one candidate withdrew from <br />consideration prior to review by the Mayor and chair of the Planning Commission. The two remaining <br />candidates are Sara Palmer, an incumbent requesting a second term; and Marti Gerdes. Both candidates <br />have substantial experience in historic preservation. Application materials for both candidates are <br />attached. <br /> <br />The Mayor and Planning Commission Chair have reviewed the two applications and are recommending <br />that each be appointed for the remainder of these four-year terms. <br /> <br /> <br />RELATED CITY POLICIES <br />The Eugene Historic Review Board is a seven-member subcommittee of the Planning Commission and <br />includes one representative from the Planning Commission. The Historic Review Board was established <br />in February, 1975, (Ordinance #17251). <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br />1. Appoint the candidates nominated by the Mayor and chair of the Planning Commission. <br />2.
