ADMINISTRATIVE ORDER NO. 58-10-16 <br />of the <br />Traffic Engineer of the City of Eugene <br />ADOPTING AMENDMENTS TO THE GEOGRAPHIC BOUNDARY OF <br />PARKING ZONE H, ESTABLISHED FOR DESIGNATED HIGH <br />DENSITY AREAS WITHIN THE SOUTH UNIVERSITY <br />NEIGHBORHOOD ASSOCIATION (SUVA) AND THE WEST <br />UNIVERSITY NEIGHBORHOOD ASSOCIATION (WUNA) AND <br />REPEALING ADMINISTRATIVE ORDER NO. 58-10-070 <br />The Traffic Engineer of the City of Eugene finds that; <br />A. Section 2.019 of the Eugene Code, 1971 (EC), authorizing the City Manager or <br />the Manager's designee to adopt rules deemed necessary for the administration and enforcement <br />of provisions of the Eugene Code. In addition, EC 5.040 authorizes the City Manager or the <br />Manager's designee to take administrative action establishing parking area time limitations, <br />includin g the form of permissible parking and imposing conditions upon which the ' streets and <br />other public property may be used for parking. <br />D. Pursuant to the above - authority, the City Manager adopted Administrative order <br />No. 58-92-07, adopting Residential Permit Parking zone Regulations, Administrative Rule R- <br />5.040. <br />C. Administrative Rule R- 5.040 -C.2 provides that the Traffic Engineer may establish <br />a residential permit parking zone in an area for which no owner /resident application has been <br />received provided that: (a) establishment of the zone is necessary in order. to meet the objectives <br />of the policies set forth herein; (b) the proposal would meet the criteria for approval set forth in <br />R- 5.040 -F had an application been submitted; and, (c) failure to establish a zone would create a <br />hardship for residents in the area or contribute to traffic congestion in the area. <br />D. Pursuant to the above - authority, the City Traffic Engineer adopted Administrative <br />Order No. 58-10-07, establishing residential permit parking zone H for designated high density <br />areas within the South University Neighborhood Association (SUNA),and the west University <br />Neighborhood Association (VVTJNA). <br />E. The establishment of the residential permit parking zone for the high density area <br />existing in parts of the South University Neighborhood Association (SUVA) and existing in parts <br />of the West University Neighborhood Association (VVUNA) was necessary to meet the <br />objectives of the policies set forth in Administrative Rule R -5.040 and meets the criteria for <br />Administrative order. -- Page I of 3 <br />
