<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Boards and Commissions <br /> <br /> <br />Meeting Date: October 20, 2010 Agenda Item Number: A <br />Department: Central Services Staff Contact: Keli Osborn <br /> Staff Contact Number: 541-682-5406 <br /> Staff Contact: Beth Forrest <br />www.eugene-or.gov Staff Contact Number: 541-682-5882 <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides an opportunity for the council to discuss a range of issues for City of Eugene <br />boards and commissions, including membership, appointments, vacancies, and communications between <br />advisory groups and council. <br /> <br /> <br />BACKGROUND <br /> <br />The City of Eugene has a number of standing boards, and commissions and committees, including the <br />Budget Committee, Human Rights Commission, Planning Commission, Historic Review Board, Police <br />Commission, Civilian Review Board, Sustainability Commission, and Toxics Board. Other ad hoc <br />council committees and department advisory committees also make valuable contributions to the <br />community and the City of Eugene organization. <br /> <br />In June 2009, the council affirmed best outcomes in three areas: <br /> <br /> <br />1)Representation <br />The makeup of boards, commissions and committees should over time represent the richness of our <br />community’s perspectives, neighborhoods, and population demographics – race and ethnicity, gender, <br />age, socioeconomic class, dis/ability and other factors. <br /> <br /> <br />2)Board, commission and committee member development <br />Advisory group members are effective and feel satisfied because they have the training and support to be <br />successful contributors – both before becoming candidates for vacancies and following their <br />appointments. <br /> <br /> <br />3)Recruitment and selection <br />Communication and procedures associated with outreach, recruitment, interviews, selection and <br />appointments are fair, accessible, transparent and civil. <br /> <br />On September 28, 2009, the council approved an ordinance changing the effective start date of advisory <br />group member terms – shifting from November 1 to July 1. The full effect of this change will occur in <br />2011, with recruitment getting underway early in the calendar year and council interviews in the spring. <br /> Z:\CMO\2010 Council Agendas\M101020\S101020A.doc <br />
