<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Joint Meeting with the Planning Commission - Envision Eugene Update <br /> <br />Meeting Date: November 22, 2010 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5208 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This joint work session with the City Council and Planning Commission provides a unique opportunity to <br />learn about the Envision Eugene process, hear various perspectives about the progress of the Community <br />Resource Group (CRG), and engage in a dialogue about a future decision-making framework. <br /> <br /> <br />BACKGROUND <br /> <br />In addition to the work of the CRG, various public engagement tools have been used to communicate <br />with the broader community. From student art contests and Facebook to traditional public workshops, <br />there have been many opportunities for the community to provide input into this process. Most recently, <br />a Map Room/Open House was held on October 28 that attracted over 150 attendees to view maps, web <br />tools, reports, and videos related to planning for our next 20 years. <br /> <br />The City Manager will present the City Council with a decision-making framework in February 2011 <br />that will enable staff to move forward with the preparation of technical and legal findings necessary for <br />the formal approval and adoption process of a Eugene-only Urban Growth Boundary. The Planning <br />Commission will have an opportunity to provide their recommendation prior to the council’s February <br />work session. Both bodies will have an opportunity to discuss the components of this framework at the <br />November 22 work session. <br /> <br />Included below in the list of attachments are links to a series of reports that document the Community <br />Resource Group process. A copy of these reports has been printed and is available for review in the <br />Council Office. A list of individuals who have participated in the CRG process is attached. Additional <br />project information is available at the project website www.envisioneugene.org. <br /> <br /> <br />RELATED CITY POLICIES <br /> <br /> <br />Growth Management Policies are related to Envision Eugene, most notably policies 1, 2, and 5. <br /> <br />Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />o <br />density and use existing vacant land and under-used land within the boundary more efficiently. <br /> <br />Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />o <br /> <br />Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other <br />o <br />nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban <br />growth boundaries. <br /> <br /> Z:\CMO\2010 Council Agendas\M101122\S101122A.doc <br />
