ADMINISTRATIVE ORDER No. 21 -10.08 <br />of the <br />City Manager <br />City of Eugene, Oregon <br />DESIGNATING THE CITY FINANCE OFFICER, THE CITY <br />TREASURER AND THE CITY TREASURY OFFICER AS CITY <br />OFFICIALS WITH REGARD TO BOND AND OTHER FINANCING <br />RESOLUTIONS AND REPEALING ADMINISTRATIVE ORDER NO, 21- <br />06-04. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to make all purchases and act as business agent for the Council for the sale of real <br />estate and other matters relating to franchises, leases, and other business and property <br />transactions. <br />B. Bond and other financing resolutions adopted by the City Council, direct the City <br />Manager, or the person designated by the City Manager (the "City Official "), to act on behalf of <br />the City to carry out the Council's direction as set out in the resolutions. The Cit y Finance <br />Officer, the City Treasurer and the City Treasury Officer should be designated as City Officials <br />for purposes 'of performing the functions and duties of the City Official as described in the bond <br />or other financing resolutions. <br />C. On June 22, 2006, the City Manager issued Administrative Order No. 21 -06 -04 <br />designating the City Finance Officer, the City Treasurer and the City Treasury Officer as City <br />Officials with regard to bond and other financing resolutions for needed City projects. I am <br />broadening this delegation to ensure that the City Finance Officer, the City Treasurer and the <br />City Treasury Officer can sign documents for any type of bond or financing resolution. <br />Now, therefore, based on the above findings, which are hereby adopted, <br />The City Manager of the City of Eugene Orders that: <br />The City Finance Officer, the City Treasurer and the City Treasury Officer are each <br />authorized to act on behalf of the City under any bond or other financing resolution to the same <br />extent that the resolution authorizes the City Manager or another City Official to act on behalf of <br />the City. These officials may carry out direction from the City Council pursuant to those <br />resolutions, and take any actions that the City Manager or other City Official is authorized to <br />take, including but not limited to negotiating and executing legal documents. <br />Dated this '? day of December, 2010. <br />Jon R.
