ADMINISTRATIVE ORDER NO. 21-04-03-F
of the City Manager of the City of Eugene

AMENDMENT OF FEES FOR SALE OF CITY OF EUGENE CODE AND
CHARTER INFORMATION AND REPEAL OF ADMINISTRATIVE ORDER
NO. 21-02-02-F

The City Manager of the City of Eugene finds as follows:

A. Section 2.020 of the Eugene, Code, 1971, authorizes the City Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal property, and
licenses and permits.

B. In accordance with the procedures set forth therein, on January 14, 2004, I issued
Administrative Order No. 21-04-03, and notified the Mayor and City Councilors that I intended to
amend the fees for sale of City of Eugene Code and Charter information established by
Administrative Order No. 21-02-02-F on February 4, 2002, as set forth in the Notice of Imended Fees
attached as Exhibit A thereto.

C. Notice was also posted at two locations at City Hall on January 14, 2004, and made
available for inspection by interested persons at the office of the City Manager, 777 Pearl Street,
Eugene, Oregonl 97401, during normal business hours (8:00 a.m. to 5:00 p.m., Monday through
Friday, exclusive of Holidays). The Notice provided that written comments would be received for a
period of 15 days fi'om the date of posting and publication. No written comments were received
within the time or in the manner provided in the Notice.

D. I find that the Fee Schedule for Eugene City Code, Charter, and Phone Directory
Purchase and City Code Revision Service should be amended as proposed. In determining the fees,
have considered the applicable policies, enactments and directives of the City Council, the amount
charged for these services by the City in the past, the full costs of providing these services supported
by the fees, the amounts charged by other comparable providers, and the revenue needs of the City as
determined by the adopted City budget. The fee schedule attached hereto as Exhibit A should be
established, the unamended fees should be ratified and affirmed, and Administrative Order No. 21-
02-02-F should be repealed as of the effective date of this order.

On the basis of these findings, I order that:

1. The fees set forth in Exhibit A attached hereto are established as the fees to be charged
for the services set forth therein as of the effective date of this order.

2. Administrative Order No. 21-02-02-F is repealed as of the effective date of this order.

Dated and effective this

Dennis M.
