ADMINISTRATIVE ORDER NO. 21-03-02-F <br /> of the <br /> City Manager pro tern of the City of Eugene <br /> <br /> ADOPTION OF DOMESTIC PARTNERSHIP REGISTRATION FEE <br /> SCHEDULE. <br /> <br /> The City Manager pro tem of the City of Eugene finds as follows: <br /> <br /> A. Section 2.020 of the Eugene, Code, 1971 (EC) authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods~ use of municipal <br />property, and licenses and permits. EC Section 2.820 specifically authorizes the City Manager to <br />establish fees necessary in order to implement the provisions of EC Sections 2.815 and 2.820. <br /> <br /> B. In accordance with the procedures set forth therein, on January 29, 2003, I issued <br />Administrative Order No. 21-03-02 and notified the Mayor and City Councilors that I intended to <br />establish a domestic partnership registration fee for persons in committed relationships who meet <br />the domestic pm~tnership criteria to register at the office of the City Recorder and obtain a certificate <br />attesting to their status. <br /> <br /> C. Notice was also posted at two locations at City Hall on January 29, 2003, and made <br />available for inspection by interested persons at the offices of the City Manager, 777 Pearl Street, <br />Eugene, Oregon, 97401, during normal business hours (8:00 a.m. to 5:00 p.m,, Monday through <br />Friday, exclusive of holidays), Notice provided that written comments would be received for a <br />period of 15 days from the date of posting. No written comrnents were received in the time or in the <br />manner provided in the Notice. <br /> <br /> D. I find that the domestic partnership registration fee of $50 (which includes the <br />Certificate), should be adopted as proposed and that that fee is consistent with applicable policies <br />and directives of the City Council and necessary in order to comply with the City Council's directive <br />to recover the City's costs of providing these services from the beneficiaries of the services. <br /> <br /> On the basis of these findings~ I order that: <br /> <br /> The domestic partnership registration fee of $50 (which includes the Certificate) is the fee <br />to be charged for the services therein as of the effective date of this Order. <br /> <br /> Dated and effective this 14th day of February, 2003. <br /> <br /> Jam~s R.
