ADMINISTRATIVE ORDER NO. 21-03-14 <br /> <br /> of the <br /> City Manager of the City of Eugene <br /> <br /> CONCERNING THE DISPLAY OF THE POW/MIA FLAG <br /> ON SKINNER BUTTE ON CERTAIN DATES <br /> <br /> The City Manager of the City of Eugene finds as follows: <br /> 1. Many men and women who reside in the City of Eugene served in our country's <br /> military both at home and abroad defending freedom, liberty and the principles <br /> upon which the United States of America was founded. <br /> <br /> 2. Further, some of those men and women who served in our country's military' did <br /> not return home and have yet to be found or accounted for. <br /> <br /> 3. The City of Eugene wishes to recognize and honor the commitment and sacrifice <br /> of those men and women and encourages the citizens of Eugene to join in that <br /> recognition. <br /> <br /> 4. Members of veterans' organizations in Eugene testified before the Eugene City <br /> Council requesting that the POW/MIA flag be flown on Skinner Butte. <br /> <br /> 5. The members of the City Council were supportive of flying the POW/MIA flag <br /> on Skinner Butte on six specific days of the year and agreed this was an <br /> appropriate way to honor those who have served our country. <br /> <br />On the basis of these findings, I order that: <br /> <br /> A. The City of Eugene, in honor of American veterans who are prisoners of war <br /> (POW) or missing in action (MIA), will display the POW/MIA flag in the park area <br /> of the south face of Skinner Butte; other City of Eugene facilities or buildings are <br /> expressly excluded from this agreement unless a separate agreement exists for that <br /> facility or building. <br /> <br /> B. The POW/MIA flag will be flown on six specific dates which bear significance to <br /> veterans, POWs, MIAs, and the families and friends of all veterans. These six dates <br /> ar e: <br /> a. Armed Forces Day (3rd Saturday in May) <br /> b. Memorial Day (last Monday in May) <br /> c. Flag Day (June 14th) <br /> d. Independence Day (July 4th) <br /> e. Natmnal POW/MIA Recognition Day (3rd Friday of September) <br /> f. Veterans Day (November 11th) <br /> <br /> <br />
