ADMINISTRATIVE ORDER NO. 44-11-05 <br />of the City Manager <br />City of Eugene, Oregon <br />ADOPTION OF THE CITY OF EUGENE ADMINISTRATIVE POLICIES <br />MANUAL (APM) AND REPEAL OF ADMINISTRATIVE ORDER NO. 21- <br />88-01. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, specifically authorized to <br />appoint, remove, and direct all employees (except as otherwise provided in the Charter), and to <br />enforce all ordinances of the City. <br />B. In the interest of providing and maintaining a safe and healthy work environment <br />for its employees, the City of Eugene had created an Administrative Policies and Procedures <br />Manual (APPM) that set forth policies addressing matters such as employee benefits, employee <br />conduct, prohibition of harassment and discrimination, and maintaining a safe and efficient work <br />environment for City employees. <br />C. The APPM has been reformatted to streamline the policy content, and to embed <br />within the Manual links to procedures and related information. In addition, the APPM has been <br />renamed as the Administrative Policy Manual (APM), <br />Now, therefore, <br />The City Manager of the City of Eugene orders that, <br />1. Based on the above findings which are adopted, the Administrative Policy Manual <br />(APM) attached to this Order, including the Appendix which contains pertinent printed links that <br />are referenced in the APM, is adopted effective August 1, 2011. <br />2. The APPM and Administrative Order No. 21 -88 -01 (which adopted an amended <br />Section 3 -213 (Political Activity and Provision of Election Materials) to the APPM), having been <br />superseded by the new APM, are repealed. <br />Dated and effective this 1't day of August, 2011. <br />Jon R.
