ECC
UGENE ITY OUNCIL
AIS
GENDA TEM UMMARY

Action: Appointment to Planning Commission

Meeting Date: November14, 2011 Agenda Item Number: 4
Department: Planning and Development Staff Contact: Lisa Gardner

www.eugene-or.gov Contact Telephone Number: 541-682-5508
______________________________________________________________________________

ISSUE STATEMENT
This is an action item to appoint one member to the Planning Commission to fill the remaining
vacancy resulting from a recent resignation.

BACKGROUND
Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of
the Eugene Code addresses standing committees to the City Council and the appointment process
for each body. For the Planning Commission, the council is the appointing authority.

The fall 2011 recruitment for the Planning Commission was initiated on September 7, 2011, and
concluded on September 28, 2011. The recruitment was publicized on the Internet, via email
lists, in the council newsletter, at City offices, and at planning-related meetings and events.
Twelve applications were received from community members with a variety of experience and
backgrounds, resulting in a significantly larger pool with more depth than in recent past
recruitment efforts.

Members of the council were provided with copies of the applications. From this, the council
selected those persons who were to be interviewed. Five persons were selected to be interviewed.
Interviews were held on October 5, 2011, and the council acted to appoint to Mark Baker and
Sara Mason to the commission on October 10, 2011.

Subsequent to council action, Ms. Mason declined to accept her Planning Commission
appointment. As a result, the council is being asked to select an additional candidate from the fall
recruitment pool for appointment.

RELATED CITY POLICIES
The Planning Commission serves as an advisory body to the City Council in the development of
various City policies related to land use and growth management.

S:\CMO\2011 Council Agendas\M111114\S1111144.doc
