ADMINISTRATIVE ORDER NO. 52 -12 -01 <br />of <br />Fire & Emergency Medical Services <br />City of Eugene, Oregon <br />DELEGATING TO THE EMS BILLING MANAGER THE AUTHORITY <br />TO COMPROMISE AMBULANCE SERVICE CLAIMS. <br />The Executive Director of Fire & Emergency Medical Services finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce all ordinances of the City. <br />B. Section 2.582 of the Eugene Code, 1971, authorizes the City Manager or designee <br />to modify, compromise or cancel a debt owed to the City, provided that the City Attorney has <br />first reviewed the proposed modification, compromise or cancellation. <br />C. On March 26, 2012, the City Manager issued Administrative Order No. 21 -12 -05 <br />delegating to me, as the Fire Chief of the City of Eugene, the authority to cancel ambulance <br />service claims due the City of Eugene upon determining that there is no likelihood that the City <br />will recover any of the claim owed. Administrative Order No. 21 -12 -05 also authorized me to <br />sub - delegate that authority. <br />D. I find it would be more efficient and in the public interest to sub - delegate to the <br />EMS Billing Manager the authority granted to me by Administrative Order No. 21- 12 -05. <br />NOW, THEREFORE, <br />The Executive Director of Fire & Emergency Services orders and directs that: <br />1. As authorized by Section 2.582(4)(e) of the Eugene Code, 1971, the EMS Billing <br />Manager is authorized to cancel ambulance service claims due the City of Eugene upon <br />determining that there is no likelihood that the City will recover any of the claim owed. <br />2. Pursuant to Section 2.582(6) of the Eugene Code, 1971, the proposed cancellation <br />of claim shall be reviewed by the City Attorney before the EMS Billing Manager actually <br />cancels the claim. <br />Dated and effective this .71 day of May, 2012. <br />Randall B.
