MINUTES <br />Eugene City Council <br />Bascom /Tykeson Room, Eugene Public Library <br />100 W. 10"' Avenue — Eugene, Oregon <br />October 10, 2012 <br />Noon <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, George Poling, <br />Alan Zelenka participated via conference phone <br />COUNCILORS ABSENT: Andrea Ortiz, Chris Pryor <br />Her Honor Mayor Kitty Piercy called the October 10, 2012, Work Session of the Eugene City Council to <br />order. <br />City of Eugene Community Relations Manager Jan Bohman provided a quick preview of activities related <br />to the Eugene @150 birthday party. <br />A. WORK SESSION: An Ordinance Concerning Unruly Gatherings; Adding Sections 4.670 and <br />4.672 to the Eugene Code, 1971; Repealing Section 4.775 of that Code; and Amending Sections <br />4.990 and 4.996 of that Code <br />Neighborhood Services Manager Michael Kinnison and Lt. David Natt gave a Powerpoint presentation on <br />the ordinance concerning unruly gatherings, providing data on health and safety issues and reviewing <br />elements of the ordinance. <br />The councilors discussed the merits of the proposed ordinance, asked questions of staff, and expressed <br />their perspectives on how to best address the problem of unruly gatherings. <br />MOTION AND VOTE <br />Councilor Brown, seconded by Councilor Farr, moved to schedule a public hearing on the ordinance <br />on November 19, 2012. PASSED 5:1 (Taylor opposed) <br />B.
