MINUTES Eugene City Council Bascom /Tykeson Room, Eugene Public Library 100 W. 10"' Avenue — Eugene, Oregon October 10, 2012 Noon COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, George Poling, Alan Zelenka participated via conference phone COUNCILORS ABSENT: Andrea Ortiz, Chris Pryor Her Honor Mayor Kitty Piercy called the October 10, 2012, Work Session of the Eugene City Council to order. City of Eugene Community Relations Manager Jan Bohman provided a quick preview of activities related to the Eugene @150 birthday party. A. WORK SESSION: An Ordinance Concerning Unruly Gatherings; Adding Sections 4.670 and 4.672 to the Eugene Code, 1971; Repealing Section 4.775 of that Code; and Amending Sections 4.990 and 4.996 of that Code Neighborhood Services Manager Michael Kinnison and Lt. David Natt gave a Powerpoint presentation on the ordinance concerning unruly gatherings, providing data on health and safety issues and reviewing elements of the ordinance. The councilors discussed the merits of the proposed ordinance, asked questions of staff, and expressed their perspectives on how to best address the problem of unruly gatherings. MOTION AND VOTE Councilor Brown, seconded by Councilor Farr, moved to schedule a public hearing on the ordinance on November 19, 2012. PASSED 5:1 (Taylor opposed) B. WORK SESSION: Ambulance Fund Stabilization Fire Chief Randy Groves provided information about the status of the ambulance fund and outlined several options to stabilize the fund. The council discussed some of the issues associated with the options , including the creation of a special district, governance concerns, and priority municipal services.
