MINUTES <br />Eugene City Council <br />Bascom/Tykeson Room, Eugene Public Library <br />100 W. 10` Avenue — Eugene, Oregon <br />October 17, 2012 <br />Noon <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, George <br />Poling, Alan Zelenka, Andrea Ortiz <br />City Council President George Brown called the October 17, 2012, work session of the Eugene City <br />Council to order. <br />A: WORK SESSION: OPPORTUNITY EUGENE DISCUSSION <br />City Manager Jon Ruiz provided background on the topic and shared historical data, route information, <br />transportation options and long -term guiding documents and plans <br />MOTION: <br />Councilor Brown, seconded by Councilor Ortiz, moved to direct the City Manager to return on <br />October 31 with a list of potential sites that could be leased to a non - profit, to establish a pilot <br />project for temporary, transitional housing shelters for approximately 30 adults and their <br />accompanying children. The list should include City - controlled properties that are one acre or <br />larger. The list should also: <br />a) indicate if there are buildings on site that could be utilized; <br />b) indicate access to public transportation and bike paths; <br />c) indicate whether the site has utilities or not; and <br />d) include properties that are underutilized and not routinely used for community events <br />MOTION TO TABLE: <br />Councilor Clark, seconded by Councilor Poling, moved to table until the council could hear <br />staff's presentation. PASSED 7:1 (Taylor opposed) <br />MOTION: <br />Councilor Brown, seconded by Councilor Ortiz, moved to direct the City manager to return on <br />October 31 with an explanation of the legal requirements for establishing a pilot program for <br />unhoused families with children as referenced in motion # 1. The information should address <br />state and local ordinances, codes, zoning laws and all other legal requirements. <br />A friendly to add the words "potential risks" was accepted by the maker and seconder. <br />MOTION TO TABLE: <br />Councilor Ortiz, seconded by Councilor Poling, moved to table the motion until after the <br />council's discussion.
