MINUTES Eugene City Council Bascom/Tykeson Room, Eugene Public Library 100 W. 10 Avenue — Eugene, Oregon October 31, 2012 Noon COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, George Poling, Alan Zelenka, Claire Syrett Her Honor, Mayor Piercy called the October 31, 2012, work session of the Eugene City Council to order. A. ACTION: Appointment of Interim Ward 7 City Councilor MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved to appoint Claire Syrett as interim City Councilor for Ward 7 for the remainder of Councilor Andrea Ortiz's current term. PASSED: 7:0. Ms. Syrett was sworn in and joined the other councilors at the table. B. URBAN RENEWAL AGENCY WORK SESSION: Disposition of Real Property Mayor Piercy adjourned the City Council work session and opened the meeting of the Urban Renewal Agency. MOTION AND VOTE: Councilor Brown, seconded by Councilor Poling, moved to postpone the item to November 7. A friendly amendment to change the proposed meeting date to November 14, 2012, was accepted. FAILED: 3:5; councilors Clark, Farr, Poling, Pryor, and Zelenka opposed. MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr moved to authorize the Agency Director to sell the parcel identified in Attachment A to Northwest Community Credit Union consistent with the terms included in Attachment B. PASSED: 6:2; councilors Taylor and Brown opposed. Councilor Clark left the meeting at 12:45 p.m. C. WORK SESSION: Opportunity Eugene Discussion Follow -Up. Mayor Piercy closed the Urban Renewal Agency discussion and reconvened the City Council Work Session. Planning and Development Department staff Michael Wisth and Sarah Medary presented information about winter strategies and other ways to address the immediate needs of homeless people in the community.
